Temel kavramlar\u0131n sonras\u0131nda \u00f6zel e\u011fitime ihtiyac\u0131 olan bireyin kim oldu\u011fu, yayg\u0131nl\u0131k oranlar\u0131, s\u0131n\u0131fland\u0131r\u0131lmas\u0131, nedenleri, bu bireylere sa\u011flanan hizmetler ve \u00f6zel e\u011fitim personeli, yasal d\u00fczenlemeler ve \u00f6zel e\u011fitimin tarih\u00e7esi bu b\u00f6l\u00fcmde yer alacakt\u0131r.<\/p>\n<p><b>\u00d6ZEL E\u011e\u0130T\u0130M VE \u00d6ZEL E\u011e\u0130T\u0130ME \u0130HT\u0130YACI OLAN B\u0130REYLER<\/b><\/p>\n<p>\u00d6zel e\u011fitim; fiziksel, zihinsel, ileti\u015fimsel, sosyal ve duygusal geli\u015fimlerindeki \u00f6zellikler nedeniyle normal geli\u015fimden farkl\u0131l\u0131k g\u00f6steren ve normal e\u011fitim-\u00f6\u011fretimden yararlanamayan, k\u0131smen yararlanan veya yararland\u0131\u011f\u0131 h\u00e2lde destek programlar\u0131 ile e\u011fitimlerini devam ettirebilen bireyler i\u00e7in; \u00f6zel olarak yeti\u015ftirilmi\u015f personel taraf\u0131ndan ekip anlay\u0131\u015f\u0131yla sunulan \u00f6zel y\u00f6ntem ve ara\u00e7larla gerekirse \u00f6zel mekanlarda her \u00f6zel gereksinimli grup i\u00e7in farkl\u0131 olarak geli\u015ftirilmi\u015f \u00f6zel programlarla verilen e\u011fitimdir (Bayko\u00e7 D\u00f6nmez, 2010). \u00d6zel E\u011fitim Hizmetleri Y\u00f6netmeli\u011fi&#8217;ne g\u00f6re \u00f6zel e\u011fitim; \u00f6zel e\u011fitim gerektiren bireylerin e\u011fitim ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamak i\u00e7in \u00f6zel olarak yeti\u015ftirilmi\u015f personel, geli\u015ftirilmi\u015f e\u011fitim programlar\u0131 ve y\u00f6ntemleri ile onlar\u0131n \u00f6z\u00fcr ve \u00f6zelliklerine uygun ortamlarda s\u00fcrd\u00fcr\u00fclen e\u011fitimdir.<\/p>\n<p><b>\u00d6zel E\u011fitimin Ama\u00e7lar\u0131<\/b><\/p>\n<p>\u00d6zel e\u011fitim, T\u00fcrk mill\u00ee e\u011fitiminin genel ama\u00e7 ve temel ilkeleri do\u011frultusunda, \u00f6zel e\u011fitime ihtiyac\u0131 olan bireylerin;<\/p>\n<ul>\n<li>Toplum i\u00e7indeki rollerini ger\u00e7ekle\u015ftiren, ba\u015fkalar\u0131 ile iyi ili\u015fkiler kuran, i\u015f birli\u011fi i\u00e7inde \u00e7al\u0131\u015fabilen, \u00e7evresine uyum sa\u011flayabilen, \u00fcretici ve mutlu bir vatanda\u015f olarak yeti\u015fmelerini,<\/li>\n<li>Toplum i\u00e7inde ba\u011f\u0131ms\u0131z ya\u015famalar\u0131 ve kendi kendilerine yeterli bir duruma gelmelerine y\u00f6nelik temel ya\u015fam becerilerini geli\u015ftirmelerini,<\/li>\n<li>Uygun e\u011fitim programlar\u0131 ile \u00f6zel y\u00f6ntem, personel ve ara\u00e7-gere\u00e7 kullanarak e\u011fitim ihtiya\u00e7lar\u0131, yeterlilikleri, ilgi ve yetenekleri do\u011frultusunda \u00fcst \u00f6\u011frenime, i\u015f ve meslek alanlar\u0131na ve hayata haz\u0131rlanmalar\u0131n\u0131 ama\u00e7lar.<\/li>\n<\/ul>\n<p><strong><img loading=\"lazy\" class=\"aligncenter\" src=\"http:\/\/visiontherapyblog.com\/wp-content\/uploads\/2010\/06\/011.jpg\" alt=\"\" width=\"444\" height=\"295\" \/>\u00d6zel E\u011fitimin Temel \u0130lkeleri<\/strong><\/p>\n<p>T\u00fcrk mill\u00ee e\u011fitiminin genel ama\u00e7 ve temel ilkeleri do\u011frultusunda \u00f6zel e\u011fitimin temel ilkeleri \u015funlard\u0131r:<\/p>\n<ul>\n<li>\u00d6zel e\u011fitime ihtiyac\u0131 olan t\u00fcm bireyler; e\u011fitim ihtiya\u00e7lar\u0131, ilgi, yetenek ve yeterlilikleri do\u011frultusunda ve \u00f6l\u00e7\u00fcs\u00fcnde \u00f6zel e\u011fitim hizmetlerinden yararland\u0131r\u0131l\u0131r.<\/li>\n<li>\u00d6zel e\u011fitime ihtiyac\u0131 olan bireylerin e\u011fitimine erken ya\u015fta ba\u015flan\u0131r.<\/li>\n<li>\u00d6zel e\u011fitim hizmetleri, \u00f6zel e\u011fitime ihtiyac\u0131 olan bireyleri sosyal ve fiziksel \u00e7evrelerinden m\u00fcmk\u00fcn oldu\u011fu kadar ay\u0131rmadan planlan\u0131r ve y\u00fcr\u00fct\u00fcl\u00fcr.<\/li>\n<li>\u00d6zel e\u011fitime ihtiyac\u0131 olan bireylerin e\u011fitim performanslar\u0131 dikkate al\u0131narak, ama\u00e7, i\u00e7erik, \u00f6\u011fretim s\u00fcre\u00e7lerinde ve de\u011ferlendirmede uyarlamalar yap\u0131larak, akranlar\u0131 ile birlikte e\u011fitilmelerine \u00f6ncelik verilir.<\/li>\n<li>\u00d6zel e\u011fitime ihtiyac\u0131 olan bireylerin her t\u00fcr ve kademedeki e\u011fitimlerinin kesintisiz s\u00fcrd\u00fcr\u00fclebilmesi i\u00e7in, rehabilitasyon hizmetlerini sa\u011flayacak kurum ve kurulu\u015flarla i\u015f birli\u011fi yap\u0131l\u0131r.<\/li>\n<li>\u00d6zel e\u011fitime ihtiyac\u0131 olan bireylerin bireysel yeterlilikleri, t\u00fcm geli\u015fim alanlar\u0131ndaki \u00f6zellikleri ve akademik disiplin alanlar\u0131ndaki yeterlilikleri dikkate al\u0131narak bireyselle\u015ftirilmi\u015f e\u011fitim plan\u0131 geli\u015ftirilir ve e\u011fitim programlar\u0131 bireyselle\u015ftirilerek uygulan\u0131r.<\/li>\n<li>Ailelerin, \u00f6zel e\u011fitim s\u00fcrecinin her boyutuna aktif olarak kat\u0131l\u0131mlar\u0131 ve e\u011fitimleri sa\u011flan\u0131r.<\/li>\n<li>\u00d6zel e\u011fitim politikalar\u0131n\u0131n geli\u015ftirilmesinde, \u00fcniversitelerin ilgili b\u00f6l\u00fcmleri ve \u00f6zel e\u011fitime ihtiyac\u0131 olan bireylere y\u00f6nelik etkinlik g\u00f6steren sivil toplum kurulu\u015flar\u0131 ile i\u015f birli\u011fi i\u00e7inde \u00e7al\u0131\u015f\u0131l\u0131r.<\/li>\n<li>\u00d6zel e\u011fitim hizmetleri; \u00f6zel e\u011fitime ihtiyac\u0131 olan bireylerin, toplumla etkile\u015fim ve kar\u015f\u0131l\u0131kl\u0131 uyum sa\u011flama s\u00fcrecini kapsayacak \u015fekilde planlan\u0131r. Bunlar\u0131n ba\u015f\u0131nda, zedelenme, yetersizlik, \u00f6z\u00fcr, engel, risk ta\u015f\u0131ma gelmektedir.<\/p>\n<p>Zedelenme: Bireyin psikolojik, fizyolojik, anatomik \u00f6zelliklerinde ge\u00e7ici ya da kal\u0131c\u0131 t\u00fcrden bir kay\u0131p, bir yap\u0131 ya da i\u015fleyi\u015f bozuklu\u011fu olmas\u0131 durumudur. (\u00d6zsoy, \u00d6zy\u00fcrek ve Eripek, 1997) \u00d6rne\u011fin; kula\u011f\u0131n biyofiziksel yap\u0131s\u0131n\u0131n bozuk olmas\u0131 bir zedelenmedir.<\/p>\n<p>Yetersizlik: Zihinsel, fiziksel, davran\u0131\u015fsal ya da duyu organlar\u0131n\u0131n zedelenmeye ba\u011fl\u0131 olarak t\u00fcm ya da k\u0131smen i\u015flevlerinde g\u00f6zlenen kay\u0131plar\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 durumu ifade eder. Okullarda e\u011fitim ortam\u0131 d\u00fczenlenmedi\u011finde ve e\u011fitim-\u00f6\u011fretim s\u00fcreci planlanmad\u0131\u011f\u0131nda bu e\u011fitimlerin verimli olmad\u0131\u011f\u0131 ifade edilmektedir. Eflatun&#8217;un devlet adam\u0131 yeti\u015ftirme sistemini Fatih Sultan Mehmet \u2018Enderun\u2019 ad\u0131 verilen kurumla uygulam\u0131\u015ft\u0131r.
